CONCLUSIVE MEETING OF THE PROJECT PELAGIC BIRDS

Between 18th and 21st October 2017 the Conclusive Meeting of the Project Pelagic Birds has been
carried out in the Lampedusa island. On 19th October about 40 people attending the meeting were
transferred to Linosa island by private boats to visit the typical habitats of the island and to observe
the results of the activities of the project, in particular the removal of two species of alien plants
(Carpobrotus and Nicotiana) and the direct effects of this activity, that is the growing of
authocthonous plants and the positive conversion of habitats included in the Habitat Directive. In
addition with the help of volunteers some fledglings of Scopoli’s Shearwaters were shown in their
nests. During the visit, Carabinieri, Comando Unità per la Tutela Forestale, Ambientale e
Agroalimentare, donated a sculpture symbolizing the hand of a men carrying towards the sky one
Scopoli’s Shearwater. The cerimony has been followed by many inhabitants of Linosa in presence
of the mayor delegate.
More than 50 people attended the works of the meeting in the hall of the Marine Protected Area of
Pelagie islands; among them the partners of the project and of some protected areas of Pelagie
islands (University, DRSRT, Fare Ambiente, operators of Legambiente working in the Lampedusa
Reserve and in the Marine Protected Area). The mayor and the colonel of Carabinieri opened the
meeting; later partners presented main results of the project. Furthermore, Dario Capizzi from
Latium Region presented the results of other projects of removal of rodents from the Italian islands,
Fabrizio Petrassi from the Latium Region the results of the the Citizen Science Project Life CS Mon
and Giulia Sozio those about the project Life PonDerat. Finally John J. Borg from Malta presented
the status of Procellariiformes in the Mediterranean and Arianna Aradis from Ispra (Rome) a
sinthesys on the importance of Linosa islands for the conservation of the Scopoli’s Shearwater.

ACTIVITIES IN 2017

March 2017 – Workshop Encyclopaedic Atlas – Sub-basin Sicily – Palermo 1st March
The Società Siciliana di Scienze Naturali organized a meeting with the Conservatoire du Littoral (National Agency for Coasts Protection) of Aix-en-Provence (France), which since 2012 has coordinated the achievement of an Encyclopaedic Atlas on small islands of central-western Mediterranean, within the international programme called “Petites Iles de la Méditerranée (PIM)” (www.initiative-pim.org). During the Workshop, carried out in the Geological Museum Gaetano Giorgio Gemmellaro, Bruno Massa, Project Manager of “Pelagic Birds”, and Pietro Lo Cascio, presented a relation on the “Status and conservation of petrels in the circumsicilian islands”.

April 2017 – Action C1
Rodenticide suppliers were controlled in the island of Linosa, and a very reduced or absent intake by black rats has been observed. During the post-eradication trapping sessions (traps placed in the same sites where trapping was carried out before the rodenticide distribution), no black rats were captured.

24th May 2017 – Celebration for the 25th anniversary of the Life programme and the Habitat Directive – Dipartimento Regionale Territorio e Ambiente
During the celebrations of the 25th anniversary of the Life programme and the Habitat Directive, Bruno Massa, Project Manager of “Pelagic Birds” and Gabriella Lo Verde presented the project and its current progress status.

29-31 May 2017
Visit to Lampedusa, Linosa and Palermo by the monitor Chiara Caccamo, with the participation of beneficiaries of the project, with the aim to verify the progress status of the project and some technical, scientific and administrative aspects.

June 2017 – Action C3
Within the Action C3 (eradication of alien plants) of the Life Project Pelagic Birds from 19th to 25th June a Course of tematic improvement on “Progression on lava rocks aimed to the extirpation of the alien plant Nicotiana glauca at Linosa”. The Course will be held by “Gruppo Speleologico” of the Palermo Section of Club Alpino Italiano, on behalf of “Scuola Nazionale di Speleologia”, and will be head by Salvatore Sammataro. The aims are to show static characteristics of lava habitat, progression abilities and anchorage techniques. It includes some activities on the cliffs of Linosa, to extirpate Nicotiana glauca adopting security measures.

RECENT PUBLICATIONS 2017

RESTART OF ACTIVITIES IN LINOSA FEBRUARY 2017_Actions C1-C3-E7

In February the personnel of the SAF and volunteers carried on the project activities at Linosa.
Action C1. The inspection of baited dispensers has been carried out, finding that only house mice consumed baits. No traces of black rats have been found in the dispensers. Moreover, the presence of black rat has been monitored placing traps in the same trapping sites used during the pre-eradication monitoring. No rats have been captured.
Action C3. A survey has been carried out to update the distribution map of Nicotiana glauca in the island. Afterwards, mapped plants, mainly seedlings and regrowth of already cut plants, have been cut following the same protocol adopted in the previous eradication phases.
Action E7. A two-days educational activity (23-24 February) has been carried out involving children of Istituto comprensivo Luigi Pirandello of Linosa. The activity was inspired to the MARLISCO project (http://www.marlisco.eu/), and was structured in two phases. In the first one, children visited a coast near village to collect waste left by sea storm. In the second phase, children made three panels describing the different waste and their origin. The activity results were evaluated the means of a questionnaire.
Moreover, children received a book illustrating the Shearwater life cycle, the activities of the project “Pelagic Birds” and including drawings made by the same children during the educational activities carried out in January.

EUROPEAN COMMISSION ACCEPTED THE REQUEST FOR A PROJECT EXTENSION

The requests for substantial amendments presented on September 2016 to the European Commission has been positively considered. In particular, postponing the end date of the project (new expected end date 31 December 2017) allows the extension of the eradication activities (C1, black rat and C3, alien plant species).

ERADICATION CAMP OF NICOTIANA GLAUCA IN LINOSA

Between 8th and 12nd September a camp to help forestry workers to eradicate plants of Nicotiana glauca has been carried out. Other than the components of the Department of Agriculture and Forest Sciences (SAF) of the Palermo’s University involved in the project (B. Massa, G. Lo Verde, T. La Mantia), some volounteers and partecipants to some actions of the project attended the camp: Arianna Aradis (through an agreement with ISPRA), Angela Cannizzaro, Emilio Badalamenti, Francesca Cascone, Silvia Cama, Giovanna Sala, Salvatore Sammataro, Matteo Ribaudo, Ivan Buscemi; the last three are rock climbers working in the Club Alpino Italiano and were involved to start the eradication of Nicotiana in inaccessible zones of the island. In addition the expert of Life projects on pelagic birds John J. Borg (through an agreement with Heritage Malta) has been invited to partecipate to the activities carried out at Linosa between 8th and 12nd September.
On 9th September a meeting with forestry workers took place to plan the future works of eradication of alien plants. About 20 workers attended the meeting and showed their availability to continue the action started since two years in Linosa.
During the camp activities the personnel of the SAF and volounteers eradicated in different zones of the island hundred plants of Nicotiana, cutting the trunk and injecting Glyphosate inside it; additionally, some hundred of plants have been eradicated in the zone of Fili, thanks to the collaboration of the rock climbers who ensured the sicurity by the use of rope.

REQUEST FOR SUBSTANTIAL AMENDMENTS TO THE COMMISSION

A requests for substantial amendments has been presented on September 2016 to the European Commission. Substantial amendments regard the changes in partnership (withdrawal of beneficiary Legambiente), a change in budget, with an increase by more than 10% and 30.000 € of the foreseen costs in the category of expenditure “External Assistance” and the request for postponing the end date of the project (new expected end date 31 December 2017).

LEGAMBIENTE LEAVES THE PROJECT

On 13 May 2016 the Associated Beneficiary Legambiente communicated the withdrawal from the partnership of the Project Pelagic Birds, mainly due to the critical situation of the public funding by the Regional authorities to the environmental associations that manage several Nature Reserves in Sicily.

LINOSA CAMP

From 9 to 12 September 2016, a camp will be organized by Palermo University, in collaboration with the association Terra! ONLUS, as a part of the activities of the project LIFE NAT/IT/00093 Pelagic Birds “Conservation of the main European population of Calonectris d. diomedea and other pelagic birds on Pelagic Islands”

THE BEGINNING OF RAT ERADICATION AT LINOSA

On 10 February 2016, a meeting with E. Carraffa, D. Sferlazzo and G. Casamento (municipal representative), B. Massa and G. Lo Verde (beneficiary coordinator of the project Department SAF), P. Bartolo (health authority), G. Marrone and R. Almanso (DRSRT) took place to plan the procedures needed for starting the eradication of the rat population at Linosa.
The activities related to the eradication rat at Linosa started on 22 February, under the supervision of B. Massa and G. Lo Verde (Department of Agriculture and Forest Sciences) and with the collaboration of a group of volunteers (A. Aridis, E. Badalamenti, A. Cannizzaro, M. Cecchetti, C. Cusimano, A. Dall’Occo, R. Lo Duca, M. Sinacori).
Meeting with Linosa people. On 23 february, at 6:00 pm in the parish recreation center of Linosa, a meeting with people took place. About 30 people took part in the meeting during which detailed information have been provided about the rat eradication and the potential risks for human health, dogs and cats. The dispenser have been shown to the participating people and several private owners have been contacted to fix the terms of dispenser placement in their properties.
Baiting of dispensers with difenacum. All the dispenser (2800) have been baited with difenacum to facilitate their following placement in the island.
Warning panels. Thirty warning panels have been placed in the island with information about the rat eradication and the main advices, as established by the municipality. Moreover, a flyer containing instructions to be followed in case of secondary poisoning of dogs and cats has been distributed.
Placement of 2800 baited dispensers all over Linosa. From 24 february to 7 March, a total of 2800 baited dispenser has been placed all over the island of Linosa by the DSAF and DRSRT personnel and by the volunteers. The collaboration of local people was essential to transport the dispenser in the different areas of the island. The coordinates of each dispenser were recorded using a GPS.

SCIENTIFIC PAPERS ABOUT SCOPOLI’S SHEARWATER MIGRATION AND CONSERVATION

On December 21, 2015 was published on the ACAB website (Agreement on the conservation of albatrosses and petrels), one of the agreements on conservation that are part of the CSM ( Convention on the Conservation of Migratory Species of wild animals ), an interesting article reporting the results of a study on effects produced by lights and sounds on the nests of Cory’s Shearwater Mediterranean island of Linosa.

Two interesting papers about the migratory strategy of Scopoli’s shearwaters have been published in years 2014 and 2015 on the international journals Current Zoology and Animal Behaviour. The study started in 2010 and was carried out on the Scopoli’s shearwater colony of Linosa also during the activities of the LIFE Project Pelagic Birds.

MEETING IN LINOSA

On 5th August 2015, at 7:00 pm in the parish recreation center of Linosa, a meeting with people took place. There were the municipal representative Susanna Errera, and two members of the beneficiary coordinator of the project Department SAF (Bruno Massa and Gabriella Lo Verde). Aims of the meeting were the following: 1) since one of the purposes of the project is the eradication of the Black rat from the Linosa Is., between November 2015 and March 2016 a remarkable amount of rodenticides will be used; thus, the authorization of people to allow the access in the private properties will be necessary to consent to place rodenticide distributors; 2) between the last months of 2015 and the end of 2016 the project planned the total eradication of two alien plant species, Nicotiana glauca (vernacular name: sucameli) and Carpobrotus edulis (vernacular name: barba di giove) in some private properties; 3) because it is impossible to be in touch with all the owners of the properties, the beneficiary coordinator will provide with an advice, where the following information will be published: all people who do not wish the eradication of alien plant species in their properties are invited to communicate it to the Municipal delegation; 4) during the period of the rat eradication the ban of snails collection for food will be necessary in order to avoid cases of secondary poisoning; 5) during the period of rat eradication, the local pharmacy will be requested to stock a wide quantity of k vitamin (the hemorrhage antidote).
About 30 people took part in the meeting; a debate followed, during which the availability of people to authorize both rat and alien plant eradication in the private properties emerged.
Finally, the coordinator of the project assured that within 1-2 weeks all the necessary documents to ask the authorization for these activities will be sent to the Municipality of Lampedusa and Linosa.

FIRST CONFERENCE MEETING ERADICATION RATS LINOSA

2015 July 16th, there was the first meeting of the Conference of Services (in accordance with art. 14 et seq. Of Law 241/1990, as amended) regarding the planned eradication of the black rat on the entire territory of the island of Linosa (in implementation of the LIFE + NAT / EN 00093 PELAGIC BIRDS “) The meeting was held with the presence of the association project leader Life (DEPARTMENT OF AGRICULTURE AND FOREST SCIENCES University of Palermo [DSAF]) and all associated partners (Legambiente, FareAmbiente, Dipartimento Regionale Azienda foreste Demaniali [DRSRT]). Other speakers included the Assessorato Regionale alla Sanità, Assessorato Regionale alle Risorse Agricole e Forestali, Dipartimento Regionale Sviluppo Rurale e Territoriale and ASP. The City of Linosa has sent a favorable opinion with some requirements. The meeting took place also with the presence of Dr. Paul Sposimo, who explained to the participants an overview of the technical aspects of the executive project for the eradication of the black rat.

ACTION C.3

October 2014 - Action C.3 of the “Pelagic Birds” Life Project started on October 2014. Aim of this Action is to eliminate two invasive exotic plant species, Carpobrotus edulis and Nicotiana glauca, on Linosa Island. Carpobrotus edulis will be cut or covered with plastic sheets, and replaced by native species, while Nicotiana glauca will be cut.

EXTRACURRICULAR CLASS

2014 June 9th – 21st – The SAF Department has organized, simultaneously with expected activities in the LIFE+ Pelagic Birds project, an extracurricular class addressed to students of graduate courses in Scienze Forestali ed Ambientali, which will be structured in theoretical/practical lessons and in trainings that will be carried out both in Linosa, where students will take part in the eradication of alien species, and in Lampedusa where the areas reforested during the 60’s, the areas – above the Spiaggia dei Conigli – in which renaturalization activities have been made, and the areas where sample permanent on the vegetation evolution have been conducted will be visited. During Introductive workshops, held in June, the following subjects has been discussed: Pelagie islands natural history; flora, fauna and soil monitoring; plants adaptation and reforestation techniques in dry habitat; diversity preservation and agricultural and forestry systems: insularity, speciation, alien species; SIC, ZPS and other habitat safeguard tools working in Sicily; introduction to LIFE Pelagic Birds project. Students carefully followed workshops, conducted by Department professors and by Pelagic Birds project collaborators. Progress Report

MEETING AT THE REGIONAL COUNCILLORSHIP AGRICULTURAL AND FOOD RESOURCES

2014 January 21st –At the Assessorato Regionale delle Risorse Agricole e Alimentari a meeting was held between LIFE Nature Unit chief Dr. Angelo Salsi and Sicilian projects LIFE+ representatives. Dr. Els de-Roeck, technical representative at LIFE Nature Unit for some projects actually in progress in Sicily, Dr. Michele Lischi and Dr. Alberto Cozzi, members of the Astrale-Timesis external monitoring group were part of this meeting. During the meeting prof. B. Massa, Pelagic Birds Project manager, presented a project synthetic file. The meeting was an important circumstance for sharing managerial experiences, aiming at formulating hypothesis of shared solutions to improve and tune administrative and managerial procedures by regional authorities that participate in the LIFE+ projects.
